Lincoln County Workforce Quality Assurance


DEFINITION:  The QA is a pivotal role on the career center team. The QA provides support to the Project Director and Career Coaches to assist in maintaining Participants files to improve the quality of the program QA assist in grant and policy writing, The QA runs the reports on performance management. The QA assist the Director in maintain all fiscal aspects of the Workforce program. The QA is responsible for routine file review, uploading any missing information. The QA assist Career Coaches with the enrollment process when need.

DISTINGUISHING CHARACTERISTICS:  The QA serves the mission of Employnv Career/Youth hub-Lincoln County Workforce by providing extensive support in maintain the integrative oof the MIS. The QA assist with writing the policies established by Workforce connections. QA ensures that all information is correctly entered and uploaded into the MIS and hard file. QA is responsible for assisting in the WIOA Title I grant writing process for the Lincoln County Workforce grants department. QA over see the Lincoln County Workforce website and social media.QA reviews and uploads payments into the MIS. QA designs flyers and brochures for the Lincoln County Workforce program.

The QA assist the Career Coach and participant with employment and career counseling to assist job seekers in developing an individualized employment action plan; identify appropriate short and long-term employment objectives; map out strategies for reaching employment objectives; provide corresponding job development; and support the participant throughout the job search within the WIOA Title I program.



·         Manages and maintains complete and accurate case files: case notes, Individual Career and Financial Plans (ICFP), eligibility documents, service logs and documentation, and all activity participation records, progress, and completion. Manages both hard-copy file and electronic Employnv site file. Making sure all documents have been entered and uploaded along with a corresponding case note into the MIS.

  • Monitors and measures KPIs (Key Performance Indicators) established by Workforce Connections and Lincoln County Workforce.

  • Participates and contributes appropriately in departmental and organizational meetings and events.

  • Maintains a current and functional knowledge of local labor market information. Gathers and shares information with applicable stakeholders.

  • Coordinates with Job Development to deliver Work Experience (WEX), On-The-Job Training (OJT) and other work readiness activities for enrolled participants as appropriate.

  • Run reports in the MIS such as credential, measurable skills gain, last case note, 2nd quarter and 4th quarter employment to make sure all information need for performance is captured in the MIS.

·         Ensures all documents for enrollment and services are uploaded and properly labeled in Employnv.

·         Conducts post-service assessment and scheduled follow-up activities with placed participants to determine the impact of program completion and effectiveness of service delivery.

·         Ensures that participants are being served in a timely manner. Verifies all needed approvals and documents are obtained properly to prevent unnecessary delays in service delivery.

·         Aids and provides back-up coverage for program Career Coaches and Director/Program Manager as needed.

·         Responds to requests from participants, managements, and other stakeholders including funders and training partners in a timely and effective manner.

·         QA reviews the MIS to ensure that DATA Entry is completed and entered into Employnv within 8 days of giving the service to avoid late data entry.

·         QA will be responsible for keeping updated policy manual with programmatic policies set forth by Workforce Connection

·         QA will assist with the annual monitoring of the Lincoln County Workforce’s programs.

·         Assist Director will all fiscal reports and budgeting items.

  • Documents program and activity participation in all applicable locations including Employnv and office files. Maintains time management expectations for data entry with 95% accuracy or better.

  • Delivers services in an on-demand and accessible way, including both on-site and off-site locations as appropriate and as assigned.

  • Completes all needed information for the annual Workforce Connections yearly monitoring of the Lincoln County Workforce program. Answering all monitoring issues in the time frame given by Workforce Connections.


  • Assist with the annual Scope of Work and the grant contract writing every 4 years.

  • Comply with all policies set forth by Workforce Connections and Lincoln County.

  • Other duties as assigned and necessary.


  • Knowledge:

  •  Demonstrates proficiency in basic digital platforms such as: Microsoft Outlook, Docu-sign, Power point, Word, Adobe, internet browser, professional networking platforms, online application navigation, work readiness software, partner platforms, as well as Customer Relationship Management

Skill to:

·         Excellent time management skills and ability to work under pressure.

·         Travel to different work site for trainings, meetings, enrollments and conferences as assigned.

·         Must be certified to administer WorkKeys and CASAS with in 60 days of employment

·         Ability to create and maintain spreadsheets


Experience and Training:

  • High School Diploma or Equivalent required.

  • Dynamic enthusiastic individual with excellent interpersonal and communication skills, patience, diplomacy, and high level of customer service skills.

  • Two years of demonstrated experience in customer service.

  • Proven experience working with individuals who have barriers to employment from various socio-economic, professional, and ethnic backgrounds preferred. Specific population experience including low income, justice/system involved, homeless/unsheltered individuals, domestic violence survivors, veterans, basic skills deficiency, and those with multiple barriers.

  • Exemplary professionalism, organization, detail orientation, and outstanding communication skills.

  • People and outcome driven approach to work related activities and tasks.

  • Demonstrates proficiency in basic digital platforms such as: Microsoft Suite, Google suite, internet browser, professional networking platforms, online application navigation, work readiness software, partner

  • Exhibits a high level of integrity and business ethics.

  • Must be organized, have exceptional interpersonal skills, professional look and attire, and have the ability to pay close attention to detail.

  • Requires a high level of adaptability and flexibility.

  • No record or disclosure of criminal conviction within 7 years from date of application indicates a tendency towards theft, violence, dishonesty, deceit, drug manufacture or sale, moral turpitude, or predatory behavior.

Physical and Mental Requirements:

Lift/Carry: Minimum up to 25 pounds. Push/Pull: Minimum up to 25 pounds.

Position is generally sitting, standing, or walking. Position requires extensive walking/movements to offices located distances from available parking.
